Tidal dissipation in the earth and planets

Abstract
The discrepancy between seismic and tidal effective Q values can be attributed to dissipation in the shallow seas. At the present time there is no need to invoke frequency or amplitude dependence. Present data does not allow an accurate determination for dissipation in the Earth's interior from tidal or astronomical data but bounds can be placed on this parameter. Most of the dissipation probably occurs in the high temperature-low pressure upper mantle. The main difference in the Q of the small and large planets can be attributed to the effect of pressure which suppresses dissipation in the larger planets.
