Abstract
Dennis Mueller has provided us with an excellent review of data that bears on the question of why people vote. He has attempted to provide a coherent theory of a very complex pattern of behavior and he has presented us with paradoxes and challenges in a well-written and well-documented paper. The data are fascinating, but the theory he weaves to explain it is less so. My reservations begin with the formulation of the problem, but my major reservation rests on the primary structure of Mueller's theory.
