Abstract
Total absorption shower counters made of inorganic scintillating crystals have been known for decades for their superb energy resolution and detection efficiency. In high-energy physics, large arrays of scintillating crystals have been assembled for precise measurement of the energy and angle of photons and electrons.

In the preparation of this report we benefited greatly from discussions with many physicists who have contributed to the development of precision crystal calorimeters or were among the innovators who have realized the discovery potential of these detectors. The work reported here would not have been possible without their contributions. We would like to express our sincere thanks to Drs.
