Abstract
Concentrating on the pattern of private investments in Zambia and the allocation of public expenditures by the government, this paper seeks to reveal why fewer investments have been made by private investors in the rural areas than in town, and attempts to explain why the public authorities have failed to counteract the tendency for capital to concentrate in the urban sector.
